In the lead-up to the 2014 World Cup and 2016 Olympics, the Brazilian government initiated a series of programs aimed at retaking areas controlled by drug traffickers. In November 2011, they seized Rio’s largest slum, Rocinha, without a single shot fired—but reports quickly emerged of police brutality. And when a local bricklayer disappeared after being taken by the police for questioning, neighbors started a David and Goliath protest movement that attracted international attention and shook the Brazilian establishment to the core.
