CALL TO ARTISTS: City Center Public Art

Request for Proposals

The City Center, a Kite Realty property in White Plains, NY, in cooperation with ArtsWestchester, is seeking proposals from artists for signature artworks in key locations within the shopping center. There are two distinct opportunities: one for a suspended sculpture in the atrium of the City Center; a second for a mural on a newly-exposed wall in the renovated Mamaroneck Avenue lobby. Proposals should be original in design with family-friendly, universal appeal and should consider the City Center’s urban location and contemporary vibe.

SITE:The City Center is a mixed-use shopping and entertainment complex located at the heart of downtown White Plains, NY. Located 35 minutes by Metro-North from midtown Manhattan, White Plains is Westchester County’s capital city and home to some 60,000 residents with upwards of 250,000 daily visitors to the city for work or recreation. The City Center is surrounded by residential developments, the White Plains City Hall, businesses, and hotels. City Center tenants include: The White Plains Performing Arts Center, Shop Rite, New York Sports Club, Toys “R” Us, Nordstrom Rack, Target, Cinema De Lux, Barnes & Noble’s, and several restaurants.

The City Center Public Art Project is a key component of a general renovation initiative that will refresh the center’s façade and interior, reestablishing the City Center as a community gathering space and Westchester destination.

ELIGIBILITY:Applicants must be at least 18 years old, and must live or work in the Hudson Valley region of New York, including NYC (all 5 boroughs), Westchester, Rockland, Putnam, Orange, Dutchess, Ulster and Sullivan Counties.

APPLICATION REQUIREMENTS: Electronic submissions only via Submittable.
All applications must include the following documents, or will be considered incomplete and ineligible:

Artist’s current CV/artistic resume, highlighting related projects, if applicable.
Samples of existing work.
A 2-d rendering of proposal.
A 2-d site rendering depicting the proposed artwork in the atrium space.
A project narrative/statement that references the work’s inspiration/propriety for the site and materials.
A project budget and production timeline that includes fabricators or foundry names, if applicable.

ARTWORK PROPOSAL GUIDELINES:At the heart of the 4-level complex is a window-enclosed atrium and escalator lobby that faces a large public plaza and city parking lot. Artwork will be a signature piece, suspended in the atrium, facing the City Center’s main entrances, and visible from the exterior as well as interior.

Dimensions:Proposed artwork cannot exceed 56’3”h x 7’6”d x 21’2”w (please see Artist Kit for space renderings)

Weight Limit:Artwork cannot exceed a maximum load of 20,000 lbs. Artwork will be suspended from up to five (5) HSS 6’x6’ purlins, each with a focal-point weight-bearing maximum of 4,000lbs.

Equal consideration will be given to work in all sculptural media including, but not limited to: ceramics, papers, plastics, metals, and fibers. Artwork may be kinetic and/or interactive, but must adhere to all dimensions and load requirements and not pose a safety hazard to City Center patrons.

Artists interested in submitting a proposal are invited to attend an information session and site tour on  March 18, 2016 at 5pm in the City Center (the former Legal Seafood space): 5 Mamaroneck Ave, White Plains, NY 10601. (RSVP requested)  Please RSVP to [email protected] 

No proposal will be accepted after the deadline. Artists are encouraged to apply early to ensure all application materials are received by ArtsWestchester.

BUDGET:The artist-proposed, all inclusive budget for this project must be under $100,000, (artist honorarium included)

SELECTION PROCESS:One or more finalists will be selected and asked to submit the following for final review and selection:

  • A scaled maquette, or model of their proposal (dimension minimums and maximums to be determined. A material stipend will be available.)

cc-renderingMURAL LOCATION:
The City Center will be redesigning its Mamaroneck Avenue lobby to create a more accessible and welcoming entrance from White Plains’ busiest corridor to the shopping center. The redesign includes a cut-in sidewalk, with a drop-off and valet parking location, and a new open escalator lobby. The mural will be located on the wall parallel to the escalators and be a signature artwork in the Center.

BUDGET: The artist stipend for this project is up to $20,000 including materials and artist honorarium.
